Where is the police

The Marseillais park everywhere, actually he/she doesn't really bother to park, they simply abandon their cars wherever there is a place. If its in the middle of the buss lane fine, on a traffic island no problems, on the pavement, why not let the pedestrian walk on the road and handle the crazy drivers. Its dangerous and nobody does anything, The mayor has been re-elected and everything is still the same.
